As you mentioned in your email, EGLE has limited authority to address some of the concerns you mention below. We have actively investigated dust complaints. We are also continuing to assess demolition activities at the site. 

  1. Which Michigan department has primary responsibility for public safety and environmental safety at a demolition site like Roosevelt?
    • The owner/operator and demolition company are responsible for the safety of workers and for the surrounding community as it is related to demolition activities. EGLE’s Air Quality Division is responsible for holding these entities to the applicable air quality rules. At this point, that focus is on ensuring the demolition company is using dust control methods and dust is not getting off site. 
    • If the City of Keego Harbor has a dust ordinance, they may also play a part in ensuring nearby residents are not subjected to dust.
    • We have responded to dust complaints, made onsite observations, and was not able to find violations of air quality rules.
  2. Who is the designated lead contact for residents right now?
    • The Oakland County Health Department has a mechanism for filing complaints related to potential environmental health concerns from residents.
      1. For health concerns call Oakland Connects (Nurse on Call) at 1-800-848-5533.
      2. The state Department of Health and Human Services hotline may also be helpful, call 1-800-648-6942.
      3. For general or lead concerns call Mark Hansell at Oakland County Health at 248-431-1083.
    • MIOSHA remains responsible to worker health and safety.
  3. What independent, third-party testing is required or recommended for a site like this?
    • We do not have the authority to mandate air monitoring at a site like this.
    • There may be other testing requirements the seller or buyer of the property may need to do prior to reusing the property.
  4. Has any independent third-party company been retained to test or verify the Roosevelt site conditions?
    • We are not aware of any.  This  falls outside the scope of our authority.
  5. Backfill and soil removal questions.
    • This is not something our Air Quality Division regulates, but I am looking into things a bit more to see if there is information we can share later.

We continue to be responsive to community concerns. As the abatement and demolition wind down, our authority and oversight will diminish and end. This is because our laws and rules will no longer apply to the property when the demolition is completed.  We will be accountable for those things within our authority, and we are happy to be able to provide guidance when we can.
