2025 Development and Tax Increment Financing Plan

The 2025 Amended Development and Tax Increment Financing Plan establishes the long-term vision for investment within the Keego Harbor TIFA District. Building upon the original 1986 plan, the updated plan expands the Development Area, aligns with the City's Master Plan and Cass Lake Road Village Plan, and identifies projects that will strengthen the local economy, improve public spaces, enhance mobility, and encourage private investment over the next twenty years. The plan serves as the TIFA's strategic roadmap for prioritizing projects, leveraging partnerships, and responsibly investing tax increment revenues to create lasting value for the community.


Strategic Priorities

Business Retention & Economic Development

Support existing businesses while attracting new investment through redevelopment initiatives, façade improvement programs, adaptive reuse of underutilized properties, marketing, and business assistance programs that strengthen Keego Harbor's commercial district.

Walkable Streets & Public Infrastructure

Transform the Cass Lake Road corridor into a safer, more attractive, and pedestrian-friendly destination through streetscape improvements, roadway enhancements, lighting, wayfinding, parking improvements, and infrastructure investments.

Community Amenities & Placemaking

Enhance the community experience by investing in parks, public art, gathering spaces, landscaping, trails, waterfront amenities, and recreational opportunities that celebrate Keego Harbor's identity as The Heart of the Lakes.

Strategic Redevelopment

Partner with property owners, developers, public agencies, and community organizations to encourage reinvestment, support redevelopment of underutilized properties, and leverage grants and outside funding to maximize local investment.
